How are the weights determined for the jewel use cases?

Rare vs Magic
The hard caps for each mod are defined as the hard cap for a rare jewel (ie: 30% enhanced damage, as opposed to magic jewels which can have 40% enhanced damage).
Magic jewels have the disadvantage of only having 2 mods, but have the advantage of rolling higher values than what is possible on rare jewels.
Known issues with very good jewels
- None yet report one
